SHIMLA: Subhash Chandra Garg, Secretary Finance has been appointed Power Secretary replacing Ajay Kumar Bhalla who moves as Home Secretary.The 1983 batch IAS from Rajasthan cadre, Subhash Chandra Garg has many challenges to face in the Power Ministry looking forward to a new tariffs policy, bad loans of about one trillion rupees beside other structural reforms. The power sector is also facing critical financial health of the distribution companies adversely affecting payments to the generation companies. Outgoing Bhalla had indeed established a model for allocation of natural resources which will remain a guiding factor for the incumbent.
